The Action Plan (Reg. No.1360) reflects the attitude of the
Government towards the most crucial issues of social and economic life of the
country, and ways of their settlement. It stresses the importance of personal development and civic society,
determines targets in the economic, political, social and other fields of
social life.
The Committee members upheld the Action Plan, though expressed certain remarks.
Thus, according to the Committee members, the Action Plan commissions the Government, central and local executive authorities to fulfill certain tasks to coordinate the activities of the local self-government bodies. However, the said regulations contradict the Constitution of Ukraine as regards the principles of relations between the executive and local self-government bodies, since they fail to consider coordination of activities of the local self-government bodies as the authority of the executive bodies.
The Committee members also deem necessary that the Government directed foreign trade not only towards the EU member-States, but also to the CIS.
